Role overview

The Government Solutions Contract Specialist is responsible for the day-to-day oversight, maintenance and organization of assigned contract compliance and reporting requirements, ensuring Accolade commitments are met on time at a level of quality consistent with our company’s value proposition. The Government Solutions Contract Specialist requires knowledge in government contracting, strong organization skills, and excellent communication capabilities.

A day in the life…

  • Review existing Federal contract requirements to include all FAR clauses & reporting requirements to ensure comprehensive compliance obligation is captured and understood.
  • Monitor subcontractor commitments to ensure that goals and obligations are being addressed and met on time
  • Support subcontractor search efforts and activities in alignment with Small-business vendor plan goals
  • Prepare necessary reports to meet monthly, quarterly, semi-annual and annual contractual requirements
  • Recommend solutions to bring noncompliant programs or reports into compliance
  • Prepare files for audit purposes
  • Prepare correspondence to applicants regarding compliance information
  • Follow-up on subcontractor requirements and agreements and file all the documentation accordingly
  • Review and track existing MoU obligations associated with Federal contract compliance
  • Support and input Contract Data Requirements List (CDRL), reporting as outlined in applicable federal contracts
  • Assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems.
  • Develop price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.
  • Handle breach of contracts in a timely manner.

What You'll Need for Success…

  • Enhance compliance and reporting program goals, priorities and methodology
  • Broad knowledge of federal contracting and compliance requirements
  • Strong understanding of FAR 12, 15, & 38 contract reporting requirements
  • Working knowledge of the organization or the federal agencies managing the programs
  • Working knowledge of accounting and budget principles associated with existing Federal contracts (FAR 12, 15, 38)
  • Ability to comprehend, analyze, interpret and correlate technical material and make recommendations on implementation in current programs
  • Ability to develop and implement new principles and policies and discern potential implications

What we are looking for…

  • U.S. Citizenship is required
  • 5+ years of government contracting experience
  • National Contract Management Association certification (CPCM, CFCM)
  • Required to handle and safeguard sensitive information in accordance with regulations to reduce potential compromise; must obtain and maintain a Tier-3 background check
  • Knowledge of a wide range of Federal contracting laws, regulations, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex contracts for unique services
  • Knowledge of the business environment (e.g. economic trends, awareness of commercial business practices, standards, mergers, and acquisitions, etc.) in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact-finding/market research.
  • Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems.
  • Knowledge of contract negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.
  • Ability to identify problems, determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, and make recommendations
  • Makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable, and will be upheld at appellate courts or boards
  • Perceives the impact and implications of decisions; commits to actionto accomplish organizational goals.
  • Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
